Firearm Forum Question: Alternative Method to Purchasing or Owning a NFA Weapon

It has come to my attention that a person does not have to purchase an NFA weapon from a Licensed FFL but can in fact build their own, is this true? I am considering building my own Suppressor.

Yes and No, depends on the weapon or device.
But to your specific question about Suppressors, at the moment, Yes, you can build your own but you will need the approval from the BATF/ATF first, and still pay the $200.00 Tax Stamp.
Be careful, you cannot build the suppressor or weapon first, then get approval, You must submit on ATF Form 1 a request to build the device. A simple sketch must be submitted. When approval is granted, you can then build the weapon or device according to your sketch, specifications, and parts list. When approved, you will receive a Federal Tax Stamp, that you sent a money order for $200.00 with Form 1 and your sketch.
Form 1 can be filed as an Individual, Gun Trust, LLC, or Corporation.

Form 1 also includes AOW, any other weapon.
Example: You modified a shotgun or rifle that the barrel and/or overall length is less than permitted. You can fill out a Form 1 and pay the $200.00 Tax Stamp.

Important: If the device does not work, you can not build another device without another submittal and an additional $200.00 for a new Tax Stamp. If you are NOT sure what you are doing, avoid this, at minimum contact the ATF and ask any questions before you start.

Very Important: It is illegal to own a Machine Gun or Machine Pistol (fully automatic weapon). These require a special FFL License and a Tax Stamp for each item.

Commentary -
If you have a question on an AOW, Suppressor, or any of the Forms 1, 2, 3, 4, 5 do not hesitate to call the local ATF office for guidance.

to Avoid this, just buy a Manufactured Suppressor through a Licensed FFL in your area.

Firearm Forum Question: What about Coating Bullets?

What about Dipping (coating) a Bullet, can you elaborate on this?

There are two very distinctive parts or definitions to coating a bullet.

Definition Part 1, 
The so-called method of coating or dipping a bullet refers to simply rubbing on, or dipping the bullet portion of the cartridge into some type of substance.
Some people use a Cotton Q-tip as an applicator to apply the substance.

See the List below for some examples of what people have used over the last hundred years:

1) Rubbing the Bullet with a Poison (such as a pesticide, prior to ban DDT was the favored, now it's rat poison)
2) Rubbing the Bullet with Snake Venom (such as rattlesnake, cotton mouth, copperhead, 
     cobra, etc.)
3) Rubbing the Bullet with Feces (human, pigeon, animal such as a cat or dog)
4) Rubbing the Bullet with Pigs Fat (this practice is to insult those of the Islamic faith) 

The concept is simple.
If the bullet doesn't kill it's target the victim will die from poisoning.
The exception is the Pigs Fat, this is meant to offend Islam or Jewish religious people because eating Pork (pig) is taboo in their respective religions. I know people that coat their personal carry handguns with Pigs Fat. They started doing this after the U.S. 911 attacks.

Important: If you elect to do something like this, leave the bullet standing up to dry out for at least an hour before putting it in the gun.

Caution: This could backfire onto the user. If the poisonous substance were to rub off and get into the pours of your skin, a cut or abrasion, or into your eyes the effect could be devasting to the gun user. Also applying anything to a bullet could potentially damage the firearm.
Make sure you wear a latex or rubber hand glove, or use a cotton squab such as Q-tip.
Also the heat from a bullet may just burn the substance applied off.


Definition Part 2,
1) Federal Ammunition once offered Nyclad (nylon polymer) coated bullets. The concept was to reduce lead in the environment.
2) Another method is to apply a powder coating to the bullet, and heat it in something like a toaster oven.
Warning - this is for re-loaders only, the bullet is being coated prior to heating in an oven, a full cartridge would explode if heated.
3) Some manufactures use to make Teflon Coated Ammo but discontinued this when they realized Teflon Bullets could penetrate Body Armor. This ammo can still be found at Gun Shows or through private sellers.

Firearm Forum Question: CVA In-Line Black Powder Rifle Recall Notice

I just bought my first Black Powder In-Line Rifle, it is a used CVA, now I was told it may be on a RECALL list. Also that CVA is no longer in business. What should I do?

Yes, some CVA In-Line Rifles are on a Nationwide Recall List. And, yes, CVA was purchased by Blackpowder Products, Inc.
CVA (Connecticut Valley Arms) is still handling the recall on these particular Black Powder Rifles, see notice from company below.
The CVA In-Line Rifles on the RECALL List have the following Serial Numbers (S/N): 61-13-XXXXXX-95 and 61-13-XXXXXX-96.
Check your serial number and if the Firearm is in this manufactured series you need to return it for repair or replacement.

IMPORTANT: 
1) The Recall notice was issued by CVA August 1997.
2) Blackpowder Products purchased CVA May 1999.

Gunpowder:
Invented by the Chinese, also known since the late 19th century as black powder, was the first chemical explosive and the only one known until the mid-1800s. It is a mixture of sulfur, charcoal, and potassium nitrate (saltpeter). The sulfur and charcoal acting as fuels, while the saltpeter works as an oxidizer.
The formula for basic Gunpowder is as follows:
75% saltpeter (5 parts)
15% softwood charcoal (1 part)
10% sulfur (2/3 of 1 part)
These ratios have varied over the centuries and by country, and can be altered somewhat depending on the purpose of the powder. For instance, power grades of black powder, unsuitable for use in firearms but adequate for blasting rock in quarrying operations, is called blasting powder rather than gunpowder with standard proportions of 70% nitrate, 14% charcoal, and 16% sulfur; blasting powder may be made with the cheaper sodium nitrate substituted for potassium nitrate and proportions may be as low as 40% nitrate, 30% charcoal, and 30% sulfur.

Black Powder:
Improvements were made my DuPont around 1863 and changed the formula of gunpowder used in ammunition and explosives due to the high cost of importing saltpeter.
Chemists developed a process using potash or mined potassium chloride to convert plentiful sodium nitrate to potassium nitrate. This process was sensitive to things like moisture, humidity, and conversion and the process had to be tightly controlled to get a quality product.
The term black powder was coined in the late 19th century, primarily in the United States, to distinguish prior gunpowder formulations from the new smokeless powders and semi-smokeless powders.
Black Powder continued to be refined by grades through 1970 for use in replica firearms.

Smokeless Powder:
In 1911 DuPont developed semi-smokeless powder for Winchester for the use in 22 and 32 caliber firearms. This was known as Lesmok Powder.
The development of modern smokeless powders is the name given to a number of propellants used in firearms and artillery which produce negligible smoke when fired, unlike black powder which they replaced. Smokeless powder can only be produced as a pelletized or extruded granular material. Alfred Nobel invented a smokeless propellent called ballistite. It was composed of 10% camphor, 45% nitroglycerine, and 45% collodion (nitrocellulose). Over time the camphor tended to evaporate, leaving an unstable explosive, known commonly as dynamite.
Unlike basic gunpowder invented by the Chinese, modern smokeless gunpowder formulas vary depending on use: Firearms, Artillery, or TNT.
Making modern smokeless powder is very dangerous and requires controlled environments, knowledge of explosives and chemistry.

Firearm Forum Question: Exploding Bullets

My question is about Mercury Fulminate Bullets.
I have seen two movies where Fulminated Mercury was used as an explosive, one with a bullet that exploded on impact. Does this really work? Can you actually add this to the tip of a bullet?

This is a dangerous chemical and requires mixture by an explosives expert. The compound is also toxic and can cause lung damage among other things. Once mixed it is highly sensitive to friction, shock, and heat. It is often used as a trigger in explosives such as blasting caps.
Mercury Fulminate (II) Hg(CNO)2
It has been used in many Hollywood settings to include: Breaking Bad; Burn Notice; Mr. Roberts; and The Day of the Jackal.
If you did load a bullet with Fulminated Mercury, you would have to use it in a revolver. The bullet tip would have to be gently drilled out and the fulminated mercury added. Then using something like silicone or even chewing gun cover the the exposed bullet hole. Do NOT drop hot wax onto the bullet containing the mixer. Firing something like this is very dangerous, and using it in a semi-auto handgun could cause unintended consequences.
Important: Please do not attempt to make or use this.
