Firearm Forum Question: What Kind of Leather Conditioner to Use on Rifle Slings and Holsters

Ask A Firearms Question:
What kind of Leather Conditioner should I Use on my Rifle Slings and Holsters
Thank you Betty the Boop.

Answer :
Blog Administrator -
The best product to use is Virgin Olive Oil.
Reason, Olive Oil does not contain water. Many leather conditioners contain water.
Water inhibits rust and corrosion.
Simply apply, let stand for 15 minutes, wipe excess off.
I recommend applying the Virgin Olive Oil to all your leather slings and holsters every 6-months.
You can apply the olive oil to the inside of a holster, it will also help keep moisture off the handgun.

Commentary -
Although there is a lot of hype about leather conditioners Virgin Olive Oil is all natural and will not harm either the sling, holster, or firearm.

==> My recommendation is -
Virgin Olive Oil for all your Firearm Leather Accessories.

Firearm Forum Question: Alternative Method to Purchasing or Owning a NFA Weapon

Ask A Firearms Question:
It has come to my attention that a person does not have to purchase an NFA weapon from a Licensed FFL but can in fact build their own, is this true? I am considering building my own Suppressor.
Thank you Johnny Come Lately.

Published for Readers Information and Content Only
Not a Legal Opinion
Answer :
Blog Administrator -
Yes and No, depends on the weapon or device.
But to your specific question about Suppressors, at the moment, Yes, you can build your own but you will need the approval from the BATF/ATF first, and still pay the $200.00 Tax Stamp.
Be careful, you cannot build the suppressor or weapon first, then get approval, You must submit on ATF Form 1 a request to build the device. A simple sketch must be submitted. When approval is granted, you can then build the weapon or device according to your sketch, specifications, and parts list. When approved, you will receive a Federal Tax Stamp, that you sent a money order for $200.00 with Form 1 and your sketch.
Form 1 can be filed as an Individual, Gun Trust, LLC, or Corporation.
Here is the LINK to the ATF Form 1 online:

Form 1 also includes AOW, any other weapon.
Example: You modified a shotgun or rifle that the barrel and/or overall length is less than permitted. You can fill out a Form 1 and pay the $200.00 Tax Stamp.

Important: If the device does not work, you can not build another device without another submittal and an additional $200.00 for a new Tax Stamp. If you are NOT sure what you are doing, avoid this, at minimum contact the ATF and ask any questions before you start.

Very Important: It is illegal to own a Machine Gun or Machine Pistol (fully automatic weapon). These require a special FFL License and a Tax Stamp for each item.

Also, see this LINK about Suppressors -

Commentary -
If you have a question on an AOW, Suppressor, or any of the Forms 1, 2, 3, 4, 5 do not hesitate to call the local ATF office for guidance.

==> My recommendation on Building a NEW Suppressor is -
to Avoid this, just buy a Manufactured Suppressor through a Licensed FFL in your area.

Firearm Forum Question: BATF, Rule Change, Application for a Suppressor

Ask A Firearms Question:
Can you shed some light on the NEW rules for acquiring a Suppressor?
Thank you Leroy Jenkins.

Disclaimer:
This is a helpful outline for anyone who is thinking of Purchasing a New Suppressor (Silencer). It is NOT intended to act as a Legal Document, but is published for Information Purposes only.

Answer :
Blog Administrator -
Yes the rules for ownership have changed and will take effect July 13, 2016.
These rules are governed by the BATF
(ATF: Alcohol, Tobacco, and Firearms Bureau of Homeland Security). The agency regulates firearms and monitor and change rules for ownership of certain types of Firearms, Weapons, and Accessories which include Suppressors.

The Rule Change is referred to as - ATF 41f (previously known as Rule 41P).
Here is essentially the overall layout of the new 41f Rule ...

What is ATF Rule 41f ?
ATF Rule 41f is the final regulatory rule signed by the Obama administration on January 4, 2016 regarding the transfer and manufacture of weapons regulated by the National Firearms Act. The initial proposed rule (Rule 41P) proposed adding a new definition of a "responsible person" to the regulations and would have required all responsible persons in any entity used to purchase or manufacture NFA weapons to obtain the signature of their Chief Law Enforcement Officer (CLEO signature) on the application, as well as submit fingerprints, and 2 photographs for review by ATF examiners.
Major Change: Entities, such as Gun Trusts, LLCs and Corporations, have become a popular mechaism for acquiring NFA weapons because individuals experienced difficulty in obtaining the CLEO signature in many areas of the United States. At times it was outright impossible, therefore, the use of an entity to acquire such weapons did not previously require the applicant to obtain the CLEO signature.

ATF Rule 41f is the Obama administration's final version of the proposed rule and will have a substantial impact on the use of Gun Trusts and other legal documents in the purchase and sharing of NFA weapons, which include Suppressors.

When does Rule 41f go into effect:
The effective date of the rule will be 180 days from the date that it is published in the Federal Register, which was January 15, 2016. That makes it effective July 13, 2016. All paperwork that was submitted to the NFA Branch for processing prior to July 13, 2016 will be processed under the former rules.
Note: If your paperwork is received by midnight July 13, 2016 it will be processed under the old rule. You should send all documents to the ATF by Priority Mail with a tracking number.

What to anticipate -
There is all ready a huge rush by applicants of 'Suppressors' to get a Form 4 submitted to the ATF before the deadline. Manufacturers have had problems keeping up with demand. Even if you get your paperwork submitted before the deadline expect a long response time before approval, probably at least 6-months.

ATF Form 4 -

Current Problems that affect the purchase of a Suppressor or other weapons that require a $200.00 Tax Stamp and approval from the BATF.
1) You must purchase a Suppressor from a licensed FFL (Federal Firearms Licensed) Dealer.

2) The FFL must acquire these Suppressors from either the manufacturer, i.e Gemtech, Yankee Hill, etc. or their licensed distributor. The FFL must fill out Form 2 and the ATF must approve the transfer and sale from the manufacturer to the local licensed FFL. This is currently taking approximately 3 months.
ATF Form 2 -

3) If a dealer needs 3 months approval before they get the suppressor to sell you, the July 13, 2016 date will expire.

This is why, if you want to purchase a Suppressor or other Form 4 Weapon, you should acquire one from a licensed FFL in your immediate area that have the item you want in stock, good luck on that.

IMPORTANT: If you have any questions, please contact the ATF directly.
This page is merely a guideline and not a legal definition of any government rule, regulation, or law.

Also, see this LINK about Suppressors -
http://askafirearmsquestion.blogspot.com/2015/02/firearm-forum-question-what-you-need-to.html

Commentary -
If you have not all ready sent in your application for a suppressor, it probably is best that you wait a few months, let the traffic backlog get back to normal, and simply just submit the new items under the requirement - 2 Photos and a Fingerprint Card.
.
==> My recommendation on a Purchase of a NEW Suppressor is -
to wait until around September 2016.

Firearm Forum Question: Can You Sell a Firearm Without a Serial Number

Ask A Firearms Question:
My grandfather left me an old shotgun that does not appear to have any serial number, is this legal to own, and can I resell it?
Thank you James Woodall.

Published for Readers Information and Content Only
Not a Legal Opinion

Answer :
Blog Administrator -
Yes this firearm is legal to own, shoot, and resell as long as it meets the minimum barrel length and overall length as defined by the ATF.

If a firearm has been modified or is a fully automatic weapon you can still legally own the weapon but you need to acquire a Federal Tax Stamp from the ATF, the current cost is $200.00 per firearm.

Generally when these older weapons are sold through a license gun dealer (FFL) or an auction house they fill out the required ATF form for transfer and where it indicates a Serial Number (S/N) they write ...
NVSN (No Visible Serial Number).
Prior to the Gun Control Act of 1968, the U.S. Government Bureau of Alcohol, Tobacco, and Firearms (ATF) did not require manufacturers to have serial numbers on a firearm of any type. Many manufacturers had a serial number dating back to the 1800s but there was no regulation requiring such markings.
However after the Gun Control Act of 1968, known as the GCA, ALL new firearms manufactured for sale in the United States had to have a serial number.

There are some exceptions about serial numbers:
Prototypes by Licensed Gun Manufacturers are generally exempt
Weapons made by non FFL manufacturers are exempt
Modified Weapons (however, these require a Federal Tax Stamp from the ATF)
Weapons made for the Military or Intelligence Agencies are exempt

Important Note: Removal of a Serial Number is a Federal Crime.

Related Gun Ownership Information ....
1) It is prohibited to own, make, or sell Undetectable Firearms (any firearm with less than
3.7 ounces of metal content , or 3D made plastic).
2) Personal Ownership of a Fully Automatic or a Modified Firearm to be Fully Automatic is
prohibited unless the individual has acquired a Federal Tax Stamp from the ATF.
3) The interstate private sale of a firearm with or without a serial number is prohibited, this
sale must go through a licensed FFL (be shipped by an FFL located in your state to a
Licensed FFL in the state in which the buyer resides).
4) Local State, County, and City Laws may exist in your area for the sale, trade, or
purchase of firearms. Check with a local FFL in your area, or the local police with
jurisdiction, or a lawyer with knowledge of firearm laws.

Firearm Forum Question: Colt Firearms

Ask A Firearms Question:
I know Colt Firearms is in trouble. Can you elaborate on the current status of this American Firearms Manufacturer Icon?
Thank you Ed Hurley (Twitter, @sellingoutusa).

Colt Exhibition at the 144th NRA Convention ....

Answer :
Blog Administrator -
Colt Firearms has filed for bankruptcy. Colt has been in financial trouble several times over the past 30 years but someone has always come along and bailed them out.
This time, however, Colt may go under and fade away as one of the real American Firearms Manufacturer.

In June 2015 Colt filed for Chapter 11 in U.S. Bankruptcy Court, the outcome is not decided but the results are grim. Colt had its boom years in the 60s manufacturing weapons for the Vietnam War. Colt's Defense Headquarters in Hartford Connecticut where the famous AR15/M4 Assault Rifle is manufactured lost its decade long contract with the DoD in 2012 and production for the military ended in 2013 out bid by FNH and Remington.

Colt has had a history of financial problems and The Wall Street Journal is reporting Colt has a debt of 355 Million U.S. Dollars and is defaulting to its bond holders. Colt says, it has an agreement with the Sciens Capital Management to acquire the company including all debts, assets, and obligations subject to court approval. Colt is hoping for a buyout and conclusion within 90 days. Bloomberg claims Colt was not prepared for a surge in buying of weapons by the American consumer from Obama's threat of a crackdown in 2008 on firearms and gun control. While other manufacturers such as Glock were prepared and had a surge in handgun sales, Colt left the American gun buyer with a limited selection of firearms. Colt makes the famous Model 1911, 45 acp semi auto handgun, popular among gun buyers, and an icon of military users dating back to early 1900s.

Colt has a long history of bad decisions about its firearms. One of them was selling the patent rights to Colts Cowboy Guns to Uberti back in the 60s. Uberti of Italy capitalized on this and still produces Colt clones in a variety of models. Colt retained the right to make Colt Cowboy Revolvers but they are pricy and the quality has deteriorated over the years making Ruger the best choice for a Cowboy Revolver by Cowboy Shooters.

Samuel Colt, founder and creator, is probably rolling over in his grave. Samuel Colt opened his plant at Paterson, NJ back in 1836 and was a big producer and supplier of firearms for the Civil War on both sides.
Many famous people have owned Colt Revolvers like Buffalo Bill Cody, Wyatt Earp, Doc Holiday, George Patton, and Al Capone.

The Famous Colt Peacemaker Revolver ...

Summation:
My Opinion and Commentary -
Colt through repeated bad business decisions and corporate greed have brought there own problems and demise upon themselves. Colt since the 1980s has been run by Wall Street Bankers and Lawyers none of which have a clue about the manufacturing of weapons and the needs of the American Gun Owner. Their quality has deteriorated and there prices are NOT competitive.
The Vietnam AR M-16 Rifle had constant jamming issues. It still jams to this day. I for one never carried either the M14 or M16. I did, however, carry the Colt Model 1911 45 acp and had no complaints. Today the Colt 1911 has had issues and were recalled.

Firearm Forum Question: Testing and Review of the Kahr CW40 Handgun

Ask A Firearms Question:
I am having feeding issues with my CW40 S&W as others are. How big of an issue is this?
Thank you @baldeguy56 (Twitter).
Firearms Guy Note: The CW40 S&W is manufactured by Kahr Firearms, USA.

The Kahr CW40 S&W, 40 Caliber Semi Auto Handgun:
The following was Tested and Reviewed .....
New Kahr Magazine ....

40 Caliber Hollow Point Ammo Tested ....
40 Caliber FMJ Ammo Tested ....

Kahr CW40 S&W, 40 Caliber Semi Auto Handgun Specifications:

Kahr CW40 S&W, 40 Caliber Semi Auto Handgun Diagrams:

Answer :
Blog Administrator -
Yes, the Kahr CW40 has feed issues.
This is caused by either the Slide Stop Spring or Mag Follower. This is posted on the Kahr Website under FAQs, see below for Link.
The Kahr CW40 handgun shown above was tested after the upgrades.
Kahr will send you the replacement parts free of charge with instructions for installation.
The upgrades were installed by a licensed gunsmith here in Arizona.
The weapon was thoroughly cleaned and lubricated prior to testing.

The following is the TEST Results and Review of the Kahr Model CW40 S&W Handgun:

Test Criteria -
1) The Kahr CW40 was Tested using the original magazine, and a new Kahr magazine.
2) Federal, Remington, and Winchester Hollow Point ammo was used for the test.
3) American Eagle and Blazer FMJ ammo were also used for the test.
4) The magazines were checked for spring tension and burrs.
5) The handgun was cleaned and lubricated prior to testing.
6) The Test was performed on a handgun after the upgrades.
7) Finally the Kahr 40 Caliber handgun was compared to a Glock 45acp handgun for accuracy and grouping pattern.

Test Results Firing the Kahr Model CW40 S&W Handgun -
1) The Test was conducted in a controlled environment at an Indoor Gun Range.
2) All the Full Metal Jacket (FMJ) Ammo fired worked on both magazines without feed (jamming) issues.
3) When testing the Hollow Point Ammo, Winchester jammed on the last 2-rounds with the old original magazine.
4) Accuracy Test was conducted at 25 Feet and 35 Feet respectively with all the ammo variants using 8-rounds per magazine. Three different individuals test fired the weapon with approximately the same results. The grouping at 35-feet was unacceptable.
5) A total of 240 out of 250 rounds of 40 Caliber Ammo from various manufacturers were test fired from five separate boxes of ammo containing 50-round boxes.
6) The last 10-rounds were rapid fired at 15-feet by one shooter using the new magazine.

Comparison Test: Kahr CW40 (40 Caliber) versus the Glock Gen 3, Model 30, 45acp.
24 rounds of Federal FMJ 45acp were fired in the Glock 30 at 35-feet by three different shooters using 8-rounds each. The Glock out performed the Kahr for grouping accuracy.

Commentary -
The suggested retail price is $449.00 for the Kahr CW40 S&W 40 Caliber Handgun. Kahr has failed to Recall this defective Weapon, or at minimum issue a Product Warning Notice. For a competitive price the shooter can purchase a Glock, which after testing of this Kahr model proves to be superior. Gun Owners deserve better from Firearms Manufacturers that put profit above safety. This is the second issue with Kahr Handguns posted as topics at the Firearms Forum Site this month.
==> My recommendation on the Kahr CW40 S&W Handgun is -
a NO BUY.

So in lieu of having the sights, I am still offering a Review of the TUOR Iron Sights by WM Tactical.

There are several manufacturers that make after market AR Platform Iron Sights.
1) Magpul - MBUS Pro Front and Rear Sights

3) PRI Flip up Front and Rear Sights
4) WM Tactical Tuor Iron Sights

Commentary -
The suggested retail price is $299.00 for the WM Tactical TUOR Iron Sights. This product does NOT warrant spending that sum of money for adjustable iron sights. The price is highly inflated for what the shooter could obtain as a satisfactory investment upgrade.
==> My recommendation on the WM Tactical TUOR Sights is -
a NO BUY.
